Reducing impacts on the Deschutes River

The stormwater that flows from South Awbrey Butte will eventually make its way to the system under Newport Avenue, which discharges to the Deschutes River. The heart of this project is to reduce the quantity and improve the quality of stormwater discharged into the Deschutes River.

The project design incorporates stormwater treatment options, including in-ground filter-type units and Green Infrastructure, like planter boxes, to handle and treat a portion of that water before it gets to the river.

Improving stormwater infrastructure to protect our river and underground water sources has been at the heart of the Newport Corridor Improvements Project. The stormwater pipes under Newport Avenue flow down Nashville Avenue and end in two outfall pipes between Pageant and Harmon Parks. 

The goals of the Outfall construction phase of the project are in alignment with the overall goals of the Newport Corridor portion of the project. 

• Reduce the volume of water reaching the river
  Provide additional capacity of the stormwater pipe to convey increased flows during rain events. This is also achieved through the infiltration of stormwater through the stormwater quality planters
• Increase the quality of the water reaching the river
  Constructing a new rock structure at the riverbank that will slow the stormwater down as it is coming out of the outfall pipe. This will help to limit erosion of the riverbank and reduce the likelihood of sediment reaching the river.
• Limit flooding
  Alleviate the possibility of localized flooding during significant storm events in the intersection of Nashville Avenue and Drake Road.

Following the vision of the City’s 2015 Central Westside Plan to improve safety, connectivity and mobility for all users of this major east/west corridor, the Newport Corridor upgrades will:

• Reconstruct the Newport Avenue roadway from College Way to 9th Street.
• Improve intersections at 11th Street and 12th Street to increase safety, access, and traffic flow.
• Install new sidewalks, curb ramps, lighting, landscape irrigation, and signage.
• Replace the existing sewer trunk line.
• Replace water distribution pipes in the rebuilt roadway.
