As part of the City's Comprehensive Plan, the Transportation System Plan outlines policies and projects that aim to protect and enhance our community. Using an analysis of current and future transportation conditions, the plan creates a vision for what the transportation system might look like in 2040.

The TSP adopted in 2020, envisions an integrated multi-modal network balancing the needs of drivers, transit users, freight movement, and people who walk, ride bikes or roll. It also describes a feasible financial plan to guide the City’s transportation investments for the next 20 years. The Transportation System Plan is implemented through a list of prioritized projects and a financial plan, with construction carried out by the City, private developers, and regional, state, or federal agencies, depending on the project.
