Yes, a right-of-way permit is required.
A right-of-way is defined as land owned by the public for transportation and utility facilities. A right-of-way permit is necessary when any work or pedestrian, bike or vehicular traffic control is proposed in the right-of-way or a public easement.

Notice of Violation for Sidewalk Issues
Notice of Violation letters are sent to property owners whose sidewalks have deficiencies or maintenance issues. These sidewalks are at risk of causing personal injury or property damage due to their condition.
Deficiencies may include sidewalk panels that are heaving, lifting, cracking, or sloping.
