Supported Shelters and Services

The City of Bend supports multiple shelters and other houseless services. The City does not operate shelters or programs. Instead, we work with local non-profits to provide technical assistance and fund low and high-barrier shelters, safe parking, prevention, outreach, and housing-centered case management.

Safe Parking

In April 2021, the City of Bend adopted the Safe Parking Programs into the Municipal Code. It allows businesses, non-profits, public entities, and religious organizations to provide a safe place for people experiencing houselessness to camp in vehicles or temporary structures. Safe parking sites can be hosted on property owned or leased by non-profits, businesses, religious organizations, and public entities.

Other Related Services

In late 2024, the City Council approved and awarded a grant program to fund houseless outreach and prevention. The grant also funded new and existing Safe Parking. Housing Centered Case Management is primarily offered at the Temporary Safe Stay Area (Temporary Safe Stay Area (TSSA) Dashboard) with partners agencies: REACH, Central Oregon Villages, Mosaic Community Health, Shepherd’s House Ministries, and Companion Animal Medical Project.

Housing stabilization services are offered through partner agencies Saving Grace, Thrive Central Oregon, and Central Oregon FUSE.

House Bill 3395 Emergency Shelter Applications

Since 2021, the Oregon Legislature has passed House Bill 2006 (2021), House Bill 4051 (2022), and House Bill 3395 (2023) which require local governments to approve applications for emergency shelter regardless of state and local land use laws if the proposed project meets certain requirements.
