Whether you’re a resident or a developer working on commercial or residential site plans, land divisions, changes of use, signs, and more, we’re here to help. We implement the Bend Development Code, the Sign Code, and the Historic Preservation Code to ensure our city grows in a way that benefits our community members. Our Planning staff also supports the Planning Commission and the Landmarks Commission, both appointed by the City Council. Everything we do is aimed at supporting the Bend Comprehensive Plan policies for development and growth management, fostering a vibrant and sustainable community for all.

Primary Planning Services

Our Planning Division team offers multiple services to our community. We play a crucial role in managing urban growth and development in the city of Bend. Some of the primary services we offer include:

  • We review Development Applications including Master Plans, Land Divisions, and much more.
  • We facilitate Pre-Application Meetings with property owners and developers to explain some development requirements before submitting formal plans.
  • We conduct Site Plan Reviews to make sure proposed developments meet zoning and design standards.
  • We apply Zoning District standards which help regulate land use and maintain orderly growth within the city.
  • Additionally, we review other applications such as Conditional Use Permits, Comprehensive Plan and Development Code Amendments, Variances, Accessory Dwelling Units, Short Term Rentals, Wireless and Broadcast Facilities, and Signs.

Development and Permitting

Depending on your project you may only be required to obtain a Building Permit, or some projects require only a Planning Application, and some projects will require both. This includes Land Divisions, Site Plan Reviews, and multiple other services.

Public Hearing Information

Hearings Officer

A hearings officer is a lawyer who has experience in Oregon land use laws. They hold public hearings to decide on certain development projects. They might review big and complicated development projects, known as Type III applications, or give advice to City Council. More details and schedule:

Historic Landmarks Commission

The Landmarks Commission, made up of seven volunteer members interested in various fields like architecture and history, holds public hearings on projects that affect historic sites, districts, or structures. More information:
