Background

Multiple Unit Property Tax Exemption Program (MUPTE) is a tool to encourage multi-unit housing development, that incorporates community benefits, within Bend's Core and transit-oriented areas. The legislation authorizing this tax exemption allows individual jurisdictions to set program and eligibility requirements (e.g., applicable geography, application process and fees, criteria, program cap) and approve projects on a case-by-case basis.

In August 2022, the Bend City Council adopted a local MUPTE program to support development and redevelopment goals in Bend’s core and transit-oriented areas and identified program requirements that would need to be met for projects to be eligible.  Since that time, the City has approved four MUPTE applications that will support the development of approximately 820 residential units in Bend.

  2. Jackstraw, 310 SW Industrial Way (approved)
  3. Timber Yards Everpine, 175 SW Industrial Way
  4. Penn Avenue Micro Units, 445 NE Penn Ave

In February 2024 the Bend City Council put the MUPTE program on pause until further notice and will no longer accept any new MUPTE applications until the City completes an evaluation of all tax incentive tools and receives Council direction in Summer of 2024.
